Under the Licensing Act 2003 for England and Wales, anyone authorising the sale by retail or the supply of alcohol will have to hold a personal licence.
In order to apply for a licence, an applicant must, by law, hold a licensing qualification.
In England and Wales this needs to be The Award for Personal Licence Holders (APLH formerly NCPLH).
In Scotland the qualification requirement is The Scottish Certificate for Personal Licence Holders (SCPLH).
These qualifications have been specifically designed to meet the statutory requirements of the Licensing Acts.
